The answer is no on two levels.
First, the laws concerning cannabis and prostitution are national so they apply to all places in the Netherlands.
Second, cannabis is not legal in the Netherlands (including Amsterdam). This is a common misunderstanding. The situation is that use and sale are normally not prosecuted while certain conditions are met (amount, location, age of user, etc. See other questions in the Netherlands section for more info). But since the actions are stricly speaking illegal the legal force can act on them if required. Prostitution is legal and it's seen as a profession with similar rights and duries as other professions. Note, this does not mean that everything related to prostitution, like loverboys/pimps, is legal as well.

Cannabis --- Illegal but 'tolerated' to a certain extent everywhere in the Netherlands.
Prostitution --- Legal in the Netherlands, and most countries in Europe including the U.K.. Soliciting, however, is illegal.

peter s is not right. I'm living in Holland and you can buy cannabis everywhere in Holland, but only in legal "coffee shops". Prostitution is also legal in the whole country. But in both cases the politician talk more about "gedogen" (tolerate) instead of "legal".

yes and no cannabis is only legal in Amsterdam but as far as i know prostitution is not illegal anywhere on the continent, however soliciting is
