The question is very poorly written. Bad text book writers, bad writers.
I am going to guess they are asking what is the tallest mountain aside from the highest mountain range? the phrase "highest peaks" probably means "mountain"
I think Raymond is right.

its a very simple question which of the worlds highest peaks stands apart from the hisgest mountain ranges...its the sub oceanic mountains that form hawaii the big island. which from the bottom of the ocean to the top of the mountain are larger than mt everst

What are the highest mountains on Earth, if you exclude the Himalayas.
Or worst, what are the highest mountains that are not part of a mountain chain.
