ideally, you will have similar cfm blowing in as you will blowing out of the case.
most of the pci slot fans are of cheap quality, move very little cfm, and because of the small opening provided, exchange very little air. the good ones take up two slots and are a squirrel cage fan, not a rotary.
if you r video card gets too hot, check your cable and fan placement to get air moving away from the card and out of the case.

Fan should blow away from the computer components (for the video card). You are trying to pull the heat off the device.
If you have a case fan blowing into the case in the front. Point the back one out so that you create a tunnel of air blowing accross the compentents. Flowing air is good. Trapping air inside the case is bad. :0)

At this time you may wish to add additional case fans to improve air flow. Note that fans should be oriented to draw air from one side of the case across the motherboard, CPU and memory and then ejected by other case fans. A common mistake is to have all case fans oriented to blow air out. This will defeat the purpose of the fans, to produce an exchange of air across the components. In many cases proper fan orientation is described in the case or computers manual.

Hi. The previous answers are good. There is a thought that a slight positive flow into the case through a filtered fan is better because the air leaks would then be leaking out, preventing dust from being drawn in. I have noticed a little difference when here is more air going in. (My CPU is liquid cooled so dust doesn't get in the heatsink.)

A fan on the TOP of the case should suck air out, since hot air rises.
It'll also warm your room up nicely!
