My best friend's boyfriend is upset because she doesn't say she loves him after 7 months, but she says that she really likes him, but she doesn't think it's love. He says he loves her, but at the same time he's often reluctant to open up to her, although he's like that with everyone. Is it worth carrying on?

i think the choice has got to come from him, maybe part of him appreciates her honesty?

Well thats only if they communicate and they trust each other. If they have that then love will come, if not then yes, they need to break it off now before things get bad.
