It's never too early to start thinking about college. Thinking about college as a freshman is a good idea because as you look at the school you can make sure that you are taking the right courses and participating in activities that will increase your likelihood of admittance (especially if you have decided on a major). In addition it is a great opportunity to get acquainted with what scholarships are available, to determine whether you would prefer a large or small college, co-ed or women's college, urban or rural. I know you said you know what college you would like to attend, but things change and perhaps you won't be admitted to your first choice or you could get a better financial aid package elsewhere. By all mean apply where you wish, but at this point why limit yourself. You may change your mind later.
Anyway, starting now gives you the advantage of not stressing out because you still don't have to take the process so serious, but as you start nearing the time you do, you will be comfortable making the necessary decisions because you have done your "homework".
So last word go ahead and request information about the school and/or do a campus visit or overnight if you can.

If you mean filling out an application, then yes-- they just came out with fall 2008 this August/September.
Researching? Absolutely not. Go online to the colleges' websites, read about them, see what their requirements are and definitely visit the campus. Start looking around for a university you can call home. You've still got a few years to go but my suggestion would be to challenge yourself in high school, take honors courses and get involved. you don't have to do 40 million activities, dedicate yourself to a couple and demonstrate leadership (like being president of a club or chief editor of the newspaper) colleges find leadership extremely important. Also try to volunteer as much as you can-- find a way to give back to your community.
come your junior year, that is when you should really pay attention to your standardized tests (ACT/SAT) you want to make sure you do really well on these test b/c it will help get you in to college and you can get lots of money to pay for college-- sometimes colleges give full rides b/c of test scores.
On the personal statements, they often ask you what makes you special and different from the other applicants-- or something along those line so if it's not too weird for you maybe keep a journal of profound experiences that occurred b/c having to remember very specific details of what happened four years ago is really hard lol. Just have fun the next two years, work hard, volunteer, find something that makes you unique and excel at it-- then junior and senior year is when you've got to step up and really show them how great you are.

You are fortunate to know yourself that well and to know that the college you have chosen is the right one. College students generally change majors 2-3 times before graduation. Is your choice linked to a major or just a location? If you are hooked on a location, I suggest learning what programs they offer and the background of some of the faculty. This may reinforce or weaken your selection.

don't e-mail them or contact them just yet, it is a little early for that. It's great to be intersted in what college and its good to plan your future, but being a freshman is still a little early. I'm a freshman and I haven't given college much thought. I'm focusing on right now.

What you should be doing is concentrating on grades NOW
and I would choose 'college prep' courses, if available
like honors English - etc - and get a good basis in a foreign language
don't take 'shop' or underwater basket weaving or study hall
