Does it apply to weight of vehicle or number of wheels ie 3 etc

Any vehicle under 3.5tonnes on any road except motorways. You must be accompanied by a qualified driver and you're not allowed to tow anything...

As far as i can understand any car can be driven with a provisional licence so long as you have a fully licenced driver in the car with you and the insurance covers you as learner driver and you have l plate on. It has nothing to do with weight or number of wheels however it veichle must be a private car not a company car or van ect

They must have held their drivng licence for at least 3 years.

none on your own, you need a qualified driver with you that is over 21 and has passed their test for more than 2 yrs
