I have part of his gift but need something small to go with it. I also need an idea for something small to give to step mother and step father. My dad has a Corvette and a Harley. My step father is a contractor and likes tools.

you could get him something that would make it safer for him to do his hobbies
if he likes buiding fires, get him some fireproof gloves!
he can't not use something like that...

My dad is the hardest person for me to shop for. I usually just go with a gift card to a restaurant. He loves eating so he always appreciates and uses that one.

Does your dad like to use electric shavers? Maybe you can get him an electric shaver. Or an electric toothbrush. These are practical items and he'll think of you when he uses them.
