The recorder is a historical instrument that is the parent of the flute and clarinet as we know them now. Their purpose at the time was to make music. Many great composers wrote for recorder.
There is a large family of recorders (sopranino, soprano, alto, tenor, bass, great bass) in C and F as well as special recorders in between. Well played, this is a wonderful instrument.
If you mean what is the purpose of learning the recorder these days (usually in elementary school), it is among the easiest of the wind instruments to learn on and therefor is a great tool for teaching music to people who aren't prepared to spend multiple years learning to read music and to play an instrument.
We could use the piano to teach the same thing but a piano is a bit awkward to carry home on a bus and they cost a lot more than a $10 or less recorder.
All recorders aren't cheap pieces of plastic. I own several that are into the hundreds of dollars and a couple over $1000. In the hands of someone who has studied the instrument beyond a few years, a recorder can do everything a flute can do with a very sweet sound.

They are easy and cheap, teaches the fundamentals for students to learn an instrument and not break the pocket book of parents or school.
I was taught the recorder in elementary school and yes it did teach me the basics for when i took piano lessons.
