Hydrogen bonding is what gives water its surface tension. You can look up hydrogen bonding for details. Compounds dissolve easily in water because of the water molecule's dipole attraction. The water molecule has a positive end and a negative end which enables it to "pull apart" compounds, especially ionic ones. Look up dipole forces for more details.
