I have an older Kenmore dishwasher and I've noticed that it does not fill up with water. When I start it, a small amount of water runs into the tub and it starts it's cycle but there is very little water inside so it doesn't clean the dishes. If I pour extra water in the tub, it does a great job cleaning the dishes. I disconnected the water supply line and opened the valve and it seems there is a lot of water pressure but i've opened the dishwasher door as it is filling and it is only a trickle coming in. What would cause the dishwasher to not fill up with water?

Replace the solenoid valve it's not fully opening.

Yes it could be the solenoid But also check hoses for kinks and that the valve under the sink is on.
