The "County Capital" is called the county seat. Every county has a county seat. Some of the county seats are also the capital city of that state. The county seat of Sacramento County in California is the city of Sacramento. That is also the state capital. My state of Nevada may be the odd man out. We used to have an Orsmby County, whose county seat was Carson City (also the capital of Nevada). Now, that county is called the Carson District.
