Each state is responsible for regulating health standards for food service establishments, although there are federal guidelines. Each state health department reuquires that all employee's must wash their hands when they use the restroom, anytime they touch their hair, nose or mouth, smoke a cigarette or when they are dirty. The agency that is responsible for enforcing these laws depends upon the state. For some it's the Health Department, others it's the Department of Business regulation, or Enviormental Services. Check you goverment listings in the phone book, and see who regulates in your state. They would be the one's to call on this.

I think it is a OSHA law saying that every place that serves food the employees need to wash their hands. (OSHA is a federal department so that should mean it goes for all 50 states)
