Ethics are a set of rules -- like laws -- but which are voluntarily accepted as part of some group, association, profession, whatever. And unlike laws, they are not universal -- they only apply to the members of that particular group or profession.

The exception is when evaluating some abstract ethical model -- such as formalism, utilitarianism, etc. -- where the rules are abstract, based on the underlying theory of the model. In those cases, nobody has actually agreed to abide by those rules, but they can be evaluated as if people had.

When evaluating ethical considerations -- the first necessary step is determining which ethical rules apply -- only then can you evaluate the proposed action with regard to those rules. What is ethical under one set of rules may be unethical under a different set of ethical codes.

Morality is similar to ethics, but is based on presumptions and beliefs found within particular cultural or religious systems -- but again, morality varies and what may be moral under one system may be immoral or unethical under a diffetn set of beliefs.
