Let x be the number that you pick.
multiply by 2 and you get 2x
adding 4 gives 2x+4
dividing by 2 - x gives (2x-4)/(2-x) = -2(2-x)/(2-x)
You'll end up with -2 unless the number picked was 2. If 2 is picked then you can't divide by (2-2)=0.

The answer will always be 2.
Example, I pick the number 5.
So, times it by 2:
5 x 2 = 10
Add 4:
10 + 4 = 14
Divide by 2:
14/2 = 7
Subtract your original number:
7 - 5 = 2
That will work with every whole number you pick, 1-10.

pick 3
3*2=6
6+4 = 10
10/2 = 5
5-3 = 2
pick 5
5(2) = 10
10+4 = 14
14/2 = 7
7-5=2
If you do this for all of the numbers you will find that it always = 2!
