The first witch wouldn't watch her watch because the second witch is watching the first witches watch, so in turn they don't need two watches because two witches only need to watch one watch at a time not two watches . . .too much for the witches to watch is two watches :)

Hmmmm........ exciting . If 2 witches had 2 watches , the 1st witch might watch the watch on her wrist and the 2nd witch might watch the watch on her wrist . or if 2 witches had 2 watches , the 1st witch might watch the watch on the different witche's wrist and the 2nd witch might watch the watch on the different witche's wrist .
