It is getting cold early this year. Call the housing authorities and ask them when it should be turned on. Also, it is not safe for young children to use electric blankets. They can get burned very easy. Space heaters should be newer with safety features to prevent burns. I was lucky. A space heater my parents had when I was a kid melted the end of my baby doll's buggy...imagine what that could have done to me...I was 3 at the time!
