well it depends on wehre you live at?
if you lived somewhere cool like a big city there would be a lot to do... but if your in a smaller town like most of us you could
1. take him to a movie he's been wanting to see
2. take him to buy a toy or something he has been wanting
3. go to toys r us and play with the toys
4. take him out to eat?
5. take him to a play
6. invite his friends over
7. play video games with him?
idk anymore really? hope this helps a little

How about mini golf? Or a go-cart track? I'm sure any video arcade would be good, but you said not too expensive. Is there a park near you with swings and such? That's more fun than you might think, and doesn't cost anything.

What about miniature golf or bowling or a day at the arcade. Or build a bear. It will make lots of memories if you take your camera and you can put the pictures together in a frame and decorate it with birthday stickers!

i'm not from america (it sounds like thats where you are from) but i'm going to suggest you get a picnic together of all his favourite foods, maybe even ask him to come along to the supermarket and get stuff and make it as fun as possible. maybe even take a camera and after the day is done make a scrap book about it! a birthday he won't forget!
i remember taking my brother to the beach and taking photos of pebbles etc that we made funny faces out of! good luck x

Go-kart racing, putt putt golf, an arcade, batting cages, or take him to the mall and see a movie and give him 10 dollars and let him go in any store he wants and find something to buy.

How about the local skating rink? that's where my kids always want to go. Or if he's not the wimpy type take him to play paintball, he would probably really like that. They have parks where you can go do that or you could take him to play putt putt golf.
