You play the game to win.
That's what defines your legacy.
Bradshaw, as much as any QB who has ever played the game was a Winner.
People say the Defense won the Four Super Bowls.
Terry threw Nine TD passes in SB games and threw a TD in the 4th quarter of every SB he played in.
The yards on each TD pass was 4, 7, 64, 28, 75, 7, 18, 47, 73.
Showing his ability in the big game to throw the short and long TD pass.
He is the only QB to win 4 SBs in 6 years and to ever win back to back SBs twice.
He is one of two SB QBs to win the MVP in consecutive games, and the only one to have consecutive games with more than 300 yards passing.
He called his own plays which made him a real field general and not merely a robot or system QB.
He retired with a 14-5 post season record and is still the 3rd all time winningest QB at home.
Jack Ham, HOF LB, said he would not have 4 rings with out Terry.
Bradshaw put it best
"You can lose with me but you can't win without me"

He should be, same reason people think Peyton Manning is better than Tom Brady

Bradshaw wasn't flashy enough

Well I guess he will have to flash those 4 rings

There was a question posted earlier where the asker presented his list of top 20 qbs. I suggested that he move Bradshaw into the top 5. Even though I'm a Cowboys fan (and Bradshaw beat us twice in the SB) I do admit that he is worthy of being in the top 5 of all time. He knew how to get the job done.

Anyone who says he isn't in the top five is an idiot, Marino had great numbers, except the number of Super Bowl rings. Farve great guy, great durability, great career, 1 ring. 4 rings and the numbers Bradshaw had, leave no doubt about it, you can count the better QB's on one hand with a couple of fingers missing. I think Bradshaw's humility and self effacing humor make people forget what a stud he was in the 70's on the grid iron, and remember they didn't have those sissy rules for QBs back then they used to take a beating.

The Media doesn't like what they don't understand. The Media doesn't understand the Steelers. For those who think it is just my bias to my team then explain the S.F. was a real team and a great team THEN they lost to the Steelers and the Steelers STILL hadn't played a real team, suddenly SF lost the real team distinction(Alex Smith got hurt in the next game so yeah they aren't a real team anymore really). The media is FINALLY giving recognition to Bradshaw.

I think he should be, as you say he was a winner. Isn't that what's important? The only stat important to him was WINS. No, I'm not a Steelers homer, I hate the Steelers. I'm a Raiders homer since 1966, and we often felt the curse of Bradshaw.

he isnt in the top 5 because you can name so many other people who are ahead of him. off the top of my head i can name many. unitas, star, montana, marino, favre, namath, aikman, and i hate to say it but eventually both manning and brady will be here too. dont get me wrong but i dont consider bradshaw a great. he was good but not the best. thats all i could think of right now but there are so many more. id put bradshaw in the same category as elway and young.

there is no doubt that he should be top 5....he put up great numbers and really dominated in the 70's...he really was a force at the qb helm

i agree he is one of all time greats.he's never on the all time great list and that's just crazy. but he doesn't work for ESPN like Steve young who always on the list.so i guest being on TV five days a week is more important then doing it on the field.
