Alright, so I have a new computer with some crappy 500 watt power supply and it's loud as a goat. There's also a CPU fan (AMD 5000+.) Will replacing my power supply fix the problem or can i use the same power supply with a different power supply fan or what.

I basicly looking for the best way to quiet down my PC so I can leave it on when I sleep.

You have to change the Power supply. But most powersupply doesn't sound like a goat, I think it caught some dust. Use a blower to get some dirt out of it.

If their is a problem with your psu fan then yes get it replaced as it should be quiet if it's the processor fan then get that replaced as it can fail then burn out your processor.

look for a power supply that not only advertises being quiet, but gives low dba specs.
