It might be the fact that they have over plucked,and want to fill the 'gaps' in,but it might also be that they don't like the look/texture of a natrural eyebrow hair and want a smooth soft finish.

usually pluck out the stray hairs that are underneath the shape of the eyebrow then when going out at night colour them in a bit to have them more defined

You pluck them to shape them & tidy em up & the pencil is to fill in sparse bits so your brows are more defined. Well that's my reason for doing it anyway...

i guess they don't like the origianl shape and they can't fix it by plucking so they just pluck all their eyebrows off

well its because they over pluck them and then they no they have gone badly wrong so then they use a pencil

because they reshape them, so they end up too thin and needs to be penciled in.They aso sometimes to make them darker to give them a more stronger look.
