If she is a real friend, ask her in private to stop flirting with him, and tell her that you really like him. Tell her you understand that he is cute or something, but tell her that you really like him and you don't want that to get in the way of your friendship with her.

In a perfect world with a simple answer:
1) Dump your friend.
2) Dump your boyfriend.
3) Replace them both.
In reality, I wonder what you perceive as 'flirting'. They may only struck up a good friendship and you're getting the wrong signals as it may seem like you're the third wheel instead by feeling the purple monster of jealousy. Meh, honesty... I would seriously consider where you stand with your friend. It could very likely be that she is overstepping her boundaries. Then again, maybe he is too. These questions are very vague and open ended as there never is enough information to process. It's not your fault, but everyone must jump to some sort of conclusion about the problem.
Try talking with her first, but be wary that she may promote more of her behavior just to annoy you, which a friend should not do. Explain a role reversal scenario and ask her how she would feel in your shoes. Communication first, an act of war later. She could be someone whom adores male attention, but not wanting to offend you or just doesn't know her boundaries. She could also be leading the charge for a relationship coup and try to capture the flag. Communication is key and if she is a good friend, she will knock her behavior down a few notches. I truly wonder if the guy is promoting this behavior. There are just too many grey areas to justify one solid answer, in my humble opinion.

She's obviously not a very good friend if she's going behind your back. Tell her you know what she is doing and you do not like it. If your boyfriend is flirting back then dump him, he cannot be trusted. You shouldn't lose your best friend over something like this but if she is this backstabbing then get friends you can actually trust.

She might be this type of freind who simply doesn´t understand the rules. Talk straight to her to stop doing this. Also remember that boyfreinds come and go but true freinds always stay.
If she is your freind he will simply try stop doing this. If she does it if beacuase she likes him too, just keep them separated.

Let her go with your Boy friend and you come to me (Ha! just jokin')
But as they say "If you want some-thing badly, just let it go -if it is yours it will always come back to you and if it dosen't, it wasn't yours to begin with"
Wish u all the best
