You will not break anything by running at 60 Hz.

If you have an LCD monitor, then this is fine. 60H is the best setting.

If you have a CRT monitor, then at 60 H the screen is going to flicker. You may not notice if you look directly at the screen, but if you look of to one side it should be pretty obvious. Over time this will cause eyestrain and may give you headaches.

You really want to change the refresh rate to 75 Hz, or 85 Hz if you are particularly susceptible to flicker.

However, you may be at the limit of what your monitor is capable of. If you drop the resolution to 800 by 600, do you see 75 Hz or 85 Hz refresh rates available? If so, the only way to get 1024 by 768 at 75 Hz is to buy a new monitor.

If it is still stuck at 60 Hz, then there might be something else confusing the system. I would start by making sure you are using the plug and play monitor drivers, and then upgrade the video drivers.

The refresh rate is controled by the monitor not the computer. If you can not change it then the monitor will not support any other refresh rate.

If the 1024x768 resolution is not good enough and will not go any higher you have two choices: upgrade the video card to increase the resolution or buy a new monitor.

Check the manufacture's specifications for your monitor, does it support any thing above 1024x768?

Hi. 60 Hz is not a problem to the computer or monitor.

refresh rate normally depends on your hardware ("monitor") if your using old monitors replace them with new ones....
