Yes, it was. Their was a Parliament, but the Kaiser didn't take much notice of it.

It was a time when things happened very much "by decree". To the population, this did not feel any more authoritarian than it does today, as the added element of democracy these days also adds an element of frustration in those who disagreed with a new solution.
So, technically, yes, it was authoritarian. Practically and for the population, it may have felt less so than it does today.
