Yes. That is true because the vector is the sum of those components. If they go into the opposite direction then their result also changes its sign to go in the opposite direction.

Think of this analogy. If you were running on an open field with a velocity pointing toward the northeast you would have a component toward the north and one toward the east. If you did an about face so that you were headed with a component toward the south and a component toward the west you would obviously be going with a velocity pointing toward the southwest (the reverse of northeast).

True. Vectors are sums of their components. If the components are reversed, the sum will also be reversed.
