Following the massacre at Waco, this country was near a state of civil war. Will citizens regroup again to prevent government slaughter of innocent Americans?

I must have missed something. I do not recall anything near a civil war after the events in Waco. You seem to forget that the people barricaded on that compound in Waco were well-armed and quite willing to fight criminals hiding behind the veil of religious freedom.

It'll happen many more times. There will always be a group of individuals willing to take up arms against the government, and in reality that's the way it should be. It's part of the reason we have the Second Ammendment.
Not a fan of the Davidians, though. They were pretty friggin' weird.

I seriously doubt that, my friend.
For one thing, most Americans are far too comfortable these days to even consider risking everything in order to "take up arms" against their government.
Plus, I think that after Waco (and it was not a "massacre"), most militants realized that their government had far more ordnance and much bigger ordnance than they could hope to accumulate.
Clue: when an FBI or ATF agent tells you to surrender, lay down your arms and come out, it's a good idea to comply.
And Koresh's cult went to their death along with him because they were brainwashed.

I doubt it. We used to listen to the Doors sing, "They've got the guns but we've got the numbers." Well, now We, the baby boomers, have become They, the establishment. And They have got both the guns AND the numbers.

Citizen militias, not affiliated with "state" organizations, will be outlawed, hunted down and killed down to that last woman and child, just like Waco.
