Can you please tell me how to do this problem in STEPS, because when I did it on the calculator I don't understand how it could be the answer that they gave me.
So please help me.

Pretend you're dividing 3980 by 2 and that will give you 1990, correct? It's best to ignore decimels when dividing unless you get a remainder after you divide. Just move the decimel points to the right until you have whole numbers for both, but make sure you move them equally. 39.8 you go to the right twice and the same with 0.02. Then it's a matter of dividing as I said in the first sentence.

When you divide with decimals, you have to change the decimals to regular numbers, so you have to multiply both numbers by multiples of ten until the decimal in the divisor is gone. In this case, you need to change 0.02 to 2. in order to do that, you need to muliply 0.02x100. (0.02x10 = 0.2, 0.2x10 = 2.0. 10x10=100) That gives you 2. Then you have to multiply 39.8x100 as well, which gives you 3980. So, how many times does 2 go into 3980? 1990.
So the answer to 39.8 divided by 0.02 = 1990

NB Dividing '2' into a number is much easier than '0.02'. The 'trick' is to move the decimal point the required number of places to the right, in both terms, so that the denominator(divider) is a whole number.

Another example:-
0.0014 ) 5.6 ( ?? move '4' places.
14 ) 56000.0 ( 4000.0 the ANSWER.

First, multiply both numbers by 100 so that you can get rid of the decimal. Even after you multiply both by 100, you will get the same answer because they are proportions.

39.8 (100) = 3980
0.02 (100) = 2

Then divide 3980 by 2. You get the same result, 1990.

You need to move .02 two place to 2. Do the same for 39.8 which will be 3980. Divide that. You need to always move the decimal over.

Ex. 41.2 / 56.777 412 / 567.77

Move it over the same amout of time the first number

step 1: If the divisor is not a whole number, move decimal point to right to make it a whole number and move decimal point in dividend the same number of places.
step 2: Divide as usual. Keep dividing until the answer terminates or repeats.
step 3:Put decimal point directly above decimal point in the dividend.
step 4: Check your answer. Multiply quotient by divisor. Does it equal the dividend?
