Hard to tell from e-mail but, if he has never talked with you like that before then I would take it he is. Maybe you both should try couple counseling to learn how to communicate better with each other. Relationships are hard work sometimes but, well worth it in the end......

How resourceful of him to think of using the email to talk with you. It gives him a chance to say what he's really feeling and to choose the words so they come out just right. Ten points to him for trying to communicate, rather than just throwing his hands in the air and thinking it is all too hard.
He is using the email to tell you what he can't verbalise. He is definitely sincere. Email him back, you can use the vehicle to help you work through your problems.

Most couples have a lot of problems but it seems like he is willing to work things out.That is one of the most important things in maintaining a good relationship.I believe that he is very sincere.Good luck.

Sounds like you've got him thinking that there's a chance he might lose you. While you have his attention, get him to discuss marriage. He needs to step up to the plate and you need to stop giving it away for free.
