It's most likely the case.
Believe me, if you are pretty, they are attracted, but they have to hide it. That's how society works. Think of this- back in the caveman days, the average lifespan was 30 years. Which means that every 15 years, we had to procreate or perish. The reason we are all here today is because 15 year olds are hot. The reason we have laws against it is because if people had sex with 15 year olds NOW we would be overpopulated, and the emotions would be too hard to handle for someone so young.
The reason there are laws against doing anything with an underaged person that you are attracted to is because it happens a LOT- there aren't laws against those kinds of things because people HATE pretty young girls!
