It is advisable to show at least $200 to customs before leaving.It is unlikly they will check this but are interested in the documents.They like you to have dollars then before you board the aircraft they will find a way of extracting some from you.But on this point be firm and refuse to hand it over.It would be better if you could accompany her on the journey as it is unlikly she will have been out of the country before,and could be a nerve racking experience for her.Best of luck.

Yes, she definitely can if she has in cash not more than $3,000.
And she can take any amount of money on plastic card without showing to the Customs.
Take a look at the quote from the Official Russian Customs Rules:
CURRENCY EXPORT, INDIVIDUAL RESIDENTS
Individual residents are allowed to export foreign currencies in a lump cash sum, if the total value of $ 10,000 not exceeded. Given this, no documentary confirmation of previous import, postage or transfer required.
No declaration required for residents exporting foreign currencies of a total value not more than $ 3,000 in a lump cash sum. Given the cash value exceeding, a declaration in written form must be done.

first she will need visa and an invatation to the country she is going to.
from my experiance you will also have to prove that you can provide for her.
