I've heard its illegal to buy one but some websites are selling. But it says for educational purposes only. Wouldnt it still be illegal.

They are perfectly legal as NOVELTY items. The US Treasury has NEVER issued any denomination over $10,000. The highest denomination currently circulated is $100.

The $100,000 Series 1934 Gold Certificate was NEVER currency in public circulation and wound not have been considered a $100,000 bill.

The $100,000 bill was never in general circulation so no website is going to have a genuine one. Would you want to pay face value to get one for "educational purposes.?"
