I have seen so many people say this even when they are answering a question about "favorite soda".

I say 'good luck' whenever I feel that the questioner is desperate, struggling, sad, confused, ill treated, harmed or put to loss and is sincerely seeking guidance from experienced community members . Apart from getting some solution to his problem from different minds, he certainly needs a moral booster to give him courage to decide the best course of action and go ahead. That part is taken care by few words like...Good Luck.

Usually I include that trite little tagline when there's a specific task or substantial learning curve in question. Like in the case of newbie DIY inquiries, when blissful ignorance meets supremely detailed professional grade answers. 'Good Luck!' is akin to 'Hire it done!' (Cause there's a lot to know)
Sometimes I suppose I impose my wish for their luck in simply deciphering my often verbose answers. Sometimes that takes a bit of luck and perseverence!

I only say it when I think the person needs some serious luck, or just to be a smartass.... "good luck with that..." Not to every question!

i think when offering advice or "how to" it's just common courtesy to say good luck - cause you're hoping what you told the person works out well.
maybe with polls they're hoping you get the answer to your question or it could be just habit!!

I think of it this way, if someone is asking for MY help or knowledge, they need all the luck they can get!!!!!!
