I think you mean "shanty town". I believe it's a reference to an area in which people have erected temporary buildings for shelter and stayed on because of poverty.

ok it is a small community made up of small, temopoary dwellings like tents, , or other materials, that provide shelter. Usually on the edge of a town that allows it to be there.
