when someone deliberately puts a virus in you computer is there any thing that can be done law wise?

You have to first track down, determine, and prove exactly who did this to your computer....this is why nothing ever gets done, because the first step is practically impossible...

If you know, and can prove who done this, then yes, you can sue or prosecute for property damage, then you have to prove that your property is indeed damaged....and determine how much damage is done to you.

If you can do all this, get with your local county or private attorney.
