Depends on what you mean by "go to."

Neil Armstrong was certainly the first man to actually set foot on the moon. That was in Apollo 11. (Of course, Buzz Aldrin went to the moon at the same time! He was just the 2nd guy to get out of the door.)

But there were two previous missions, Apollo 8 and Apollo 10, which each carried 3 men to the moon but didn't land them. They got to the moon, circled around it a few times (only a few miles away from its surface), then turned around and came back.

If you count those missions, then the first people to "go to" the moon were Frank Borman, James Lovell, and William Anders, the crew of Apollo 8. That was in December, 1968.
