Going a bit more than wisely with money/resources. My father always used to say he was "frugal" but I took it as being a little on the stingy side. Probably it means careful budgeting and making wise use of your income and assets.

Restraining your spending today so you can provide for unexpected financial problems in the future. Frugal people are pessimist.

It is living below your means, saving money, re-using items so that you make them last longer. Keeping your buying to a minimum.
It is about being money-wise without hurting others, but leading a quality life that works for you and your family.

Tinker & Eva have it right. It doesn't necessarily mean that you're cheap, just careful. There are people who are both, however!

To me I think it means using your resources carfefully, shopping for the best bargains, and not doing any impulse buying.
