What percentage of the world are incredibly wealthy?

Question

I mean with billion dollar fortunes and incomes of tens or hundreds of millions a year.
People who just do whatever they want, fly all over the world sampling the best of what life has to offer (materially anyway).
Is it a large number?
Shouldn't we feel pretty unlucky that we're nowhere near that?
