Apples and Oranges. When Ghandi told members of his own organization to cease violent attacks as a demonstration of his authority, it doesn't count as stopping terrorism unless you want to give Yasser Arafat the same credit (which could be called ironic by some)

Ghandi couldn't stop the terrorist who assassinated him, so I guess the answer would be Bush.

bush has got longer and stronger hands, but he is like torero, making terrorists more active by his red flag(speaches, sending armies to East). so I'd say he's trying to do something but comparing with Ghandi; effect/activity Ghanda will win by effect.
the effect is not how much u did, it is how many positive results you have got.

Seeing that Gahandi entered the fertilizer business in 1948, as a soil additive, he has nothing to do with modern terrorism
