Before the last General Election we knew Gordon Brown would probably be taking over from Blair - that's his mandate I guess.

That's not how parliament works.

To be Prime Minister:

1st: A politician is elected. It could be any politician, anywhere in the whole of the UK.

2nd: Parliament, as a whole, elects a Prime Minister. Because the Labour party dominate Parliament, as a whole, they can, and do, rig it so the prime minister will be one of their own.

It could be any one of them. Parliament makes that choice, not the electorate. They could ALL take turns at it, if they wanted, and there would be nothing the electorate could do to stop any one of them being PM for a few days.

???? Did everyone vote for Tony Blair or did just his constituency and the Labour Party? Yes, his constituency voted for him and so did his party, just like most other Prime Ministers. But I get your larger point, there needs to be an election called for the near future.

Because he isn't a president.

We vote for a party and the prime minister is the leader of the most successful party.
