Like in terms of what mobile carrier that person's cell number is assigned to? Most cell phone call centers can look up what provider the person has by looking up their area code and first 3 digits of the prefix of their number. I know for sure that Alltel Wirless can do that.

Since it can be bought on shop & no need to go to house to fix it, it became impossible to have a telephone directory as in the case of fixed lines. But service providers, have the address u gave which can be obtained easily by police & govt. So they can trace, not common men, They not only trace address, but also can trace the phone where is now without GPS.

Yes phone the number and ask them who they are , if not im sure the supplyer can tell you a name , they may not give u a adress as that would be confidential.
