in the period of Arthur (in reality he was no KIng but a Warlord).It would be nice to watch the birth of Chivary and the death spasms of the Western Roman Empire (According to the majority of historians Arthur lived in circa 450-530 AD so almost at the end and a bit after the end of the Empire 476 AD)

Um... vote? I don't think you really get how monarchy works. King A would naturally cause the same effects as King B: reason being: if King B does not maintain and effective army, King C is going to invade and chop off his head - King C would, at this time, be a Saxon. King B would need money to maintain an effective army, or at least and effective army that does not get annoyed with their bad wages and lack of loot, pillaging and glory from war and chop his head off before King C can do it. If King B differs from Kind A in that he also protects disloyal subjects, then the army and King C will have to get in line behind them for head-chopping-offage. Powerful kingdoms are not frequently attacked and their kings get to keep their heads, and so do the peasants. And a rich king who protects his treasures needs to spend less time raising taxes and can spend more time planning and carrying out wars when he feels like it. King A would be most sucessful in those kind of times.
