You may be missing the video card drivers

Most likely video card drivers, you need to go to the site of the manufacturer for your card, or motherboard if you don't have a card.

If thats not the case, you need to upgrade your card, some extremely old cards have troubles with smooth scrolling (such as Trident 3d 6mb cards), these usually go in regular PCI slots.
