In Melbourne, is it too late to plant potatoes?

No Stick em in.
I put spinach , lettuce, pumpkin, mint,zucchini, and I even struck some magnolia and other bits and pieces,Also tomatoes.
Do it now, or it will be too late.

If your live in an area that has frost you may be to late, it is the frost that kills off the potato haulms and makes the tubers mushy
