Maybe he had those 2 duffel bags inside of the briefcase as he came into the bank and he placed the briefcase inside of one of those duffel bags along with a great deal of money just before he left the bank,,,,,,with HIS OWN money having been withdrawn.

I think not... Maybe when he comes inside the bank he carry a briefcase full of treasury bonds and have it in cash/exchange of money. So when he walks outside, he brings a duffel bag with money on it.

That, my friend, was just the bank president....duh. He had probably simply been on vacation........ somewhere cruisin' the islands for a coupla weeks, and upon his return, realised his....uh......."salary" simply wouldn't all fit inside the briefcase like it normally does.
