Proportions of people hired the world over are probably the same with respect to not being qualified for the work. Differences come with the competence of the hiring process.

The determination for the success or failure of a big project is rarely the worker bees doing the work, but more of the management or direction from those on top who specify what is to be done, how fast it to get done, what resources made available to do it well.

The ones I knew in Silicon Valley did not fall into the idiot range either before or after hiring. They were in a psychological form of tunnel vision. They saw and knew only one thing which was the job they were doing. They were oblivious to what anyone else did but knew their own piece of the puzzle perfectly to a fault.

These people may know a lot about computers/computer code etc. But deficient in other areas in the lives. So that's would be about 23% of the people hired.

A disgruntled scifi fan once complained to the great Theodore Sturgeon than 90% of science fiction was crap. Sturgeon smiled and replied, "That's OK. 90% of everything is crap." The remark has come to be known as Sturgeon's Law. I have little doubt it applies to your question as well.
