some people call it "gimp / gymp" some call it "boodoggle" or "scoubidous" - we just called it flat plastic lace or making "lanyards", You can still find the supplies and kits even at stores like Michaels. If it's what I'm thinking you weave it together and it maked either a really long sort of rectangular shaped thing (like a tube but with sharp edges) or can make a sort of spiral depending on how you do the weaving. We typicially made "friendship bracelets" or keychains, but I'm sure there were many uses.
.
Hope that helped - if not feel free to email, I might know more if I am just not getting it. I am a huge craft geek. I am including a link to a guy who claims to be Boondoggle Man. The site appears to have information on how to do many of the "stitches" and other useful information.

Happy Weaving!

Lanyards ! Back in the 1970-80's I made them by the hundreds in the Boy Scouts.. they make great lil key-fobs, zipper pulls.

there are probably a number of different products around, but the ones we have used were called scoubidou strands

if you go to http://www.yoarra.nl/eng/ you will find instructions on have to knot the strands, and a number of projects you can make

it's a bit fiddly when you first get started... but after you get the hang of it, it's a very simple craft!

good luck
