At least according to the SAP company, they are. On my first SAP project in 1993, there weren't any US-based business practices included with the software, and integrators such as Deloitte and Andersen made a fortune 'adapting' the software.

But over time, a lot of the intellectual capital of those consulting firms have made it into the product, and you'll find many sophisticated versions for different environments, such as the LSA for South America (which contains tax tables for Brazil, special accounting features for Argentina, etc.) and plenty of alternate methodologies that can be mixed and matched by real experts or followed out-of-the-box by less sophisticated implementations.
