Well I'm 15 now and I started >1 yr ago. It's normal to start later than that too up to 17. But we are all different and there really is no way of knowing when you will start though.
A signal that you will get your first period soon is getting thick discharge that is clear to white. When you start getting that than it's a good idea to start carrying a couple of pads in your purse and if you have a book bag maybe a change of underwear like dark panties. You may also want to start wearing pantyliners then.
As for feminine care products I have to say first that I Hate pads. I like tampons and cloth pantyliners as a back up or in between my periods.
But one thing about pads is that they are easy to use. You just sit down, peal a paper strip off the sticky back of the pad, press it into your panties pull them up and that's it.
So having a pad is good if you get your 1st period in school or when you are out. Don't worry much about accidents. For what it's worth when your period starts it will not be heavy at first. It will be as spotting and may be brown (old blood) or deep red. You probably will notise it when you go to the bathroom. You may feel cramps too. Your flow will probably be pretty light your first few periods.
Tampons may be a bit more difficult. Yes you can start using them from the start if the idea doesn't bother you and you don't have difficulty with using them. It's a little long to discuss here in this answer and you may have other questions. I'll explain them for you if you want to know.
Hope this helps. Good luck and please feel free to email me if you like. :)
Edit the white discharge is just mucous.

Don't worry. It all depends on your weight and genetics and everything. I got mine when I was barely 10.
But I've known lots of girls who got it when they were 14 or 15.
But hun, you have to talk to your mom. I mean she's going to understand if you have questions.
Even if you get it at an awkward place, don't worry, the first one is really light.
just be sure to have some pads or something in your purse or school bag.
Friends' mom's are awesome to talk to too.
if they are trustworthy.
Or i know in Alberta, Canada, there is a health hotline you can call.. Toll Free.
I'm sure that there is one in your area too.

Girls get periods now from ages 9 to 17. Hormones in meats and such are contributing to early ages, but whatever.
12-14 is a normal age. your first few periods will be VERY light, sometimes hardly noticeable. Heck, if you wanted to, you could use a paper towel. After a while though, youll need to tell someone. If not your mom, then your school nurse or dad.
Anyways, good luck. Its nothing to be ashamed of-everyone you know is going through it.

look for signs of discharge
a foggy or clue substance coming from your vaginal area.
I recommend using pads first. Those are placed in your undies!
Tampons may be used if you wish, instructions should be on the box.
Always carry one of these items or a few with you in a purse or your back pack.
it's nothing to be embarassed about
If it happens during school go to the nurse
she'll help you
and you can call home for new clothes it goes through
Don't be scared
just be prepared

I was 18 so don't worry...it'll come. You need to carry some pads with you to school just in case. All you do is take off the paper and put the pad in your underwear...sticky side down. I wouldn't recommend tampons until you're a little more experienced in the period dept.

Well, average ages to get your period are 8-16, so don't worry. If you've had discharge and your breasts have been developing for 1-2 years and you have hair in...new places, then you're probably close. Don't worry.
