Unfortunately you've been given a lot of crappy answers up to this point. Let me see if I can help.
To be a game designer, you do not need to know how to program. You do not need to know how to draw, or make 3D art. You should *not* get a college degree in computer science, programming, information technology, software engineering, electrical engineering, graphic design, fine arts, or animation.
Game design is accomplished almost *entirely* with writing and math. No programming. No art. Game programmers program the games, and game artists make the art. It's the designer's job to come up with the ideas for every tiny detail of the game, and communicate those ideas to the programmers and artists. The designer decides what NPC the player encounters where, and what the NPC will say; what weapon the player can get at what point in the game and how much damage it does; what attacks a boss mob has and how much damage they do, etc.
While you're in high school, work on your writing and math skills. Take as many math classes as you can. You need to take math up through Calculus, and anything you finish in high school you won't have to take in college. Take AP Statistics if your school offers it. Also focus on your writing skills, whether it's essays for class or creative writing on your own. Take any writing classes your school offers. Other than that, focus on getting good grades so that you can get into a good college.
If you want to be a professional game designer some day, one of the best things you can do now is play a lot of games, and take notes on what you liked, what you didn't like, and what specifically you would change. Try to be as specific and detail oriented as you can -- there's a lot of refinement in design, sometimes as small as changing damage from 35 to 32, or moving one word in a sentence.
As far as making games now, it's very difficult to make a game on your own. You may want to look into programs like RPG Maker, or game editors like those that come with Unreal and Neverwinter Nights. Mod communities are good places to find other people who want to make game levels. If you really really want to build from scratch, start learning a programming language like Python or Java. Of course it okay. Everyone has different dreams, if they didn't then everyone would have the same job. Most people don't know what they really want at 14 so the fact that you do is a very good thing. You should get started on that though, making video games is alot harder then people think. And there is nothing wrong with a girl making video games. Plenty of girls make video game.

Learn at least Java language programming for now. I'm not sure what's the requirements to get into the industry, but you would have to be prepared to work like a slave and probably have zero life as a game designer, though for small games, probably you can, but this kind of job is quite stressful.

I'm a computer programming major, so I think I can give you a bit of advice. A good grasp of linear algebra is a must. Begin studying different computer languages (especially C++ and Java), and digital animation and/or graphic design would be great skills to develop now, too. Good luck to you, this has always been a dream of mine, also.

Go to a college or university and get on a Graphic Design track or something else they might offer that has to do with digital/ animation. What college/ university you go to will depend on whether or not they are better equipped for such a degree. For a degree like that, you might want to go to a college in California or something.

It would depend on what would you like to do. You can be a person who puts the game together or a person that creates the graphics. If you want to do the graphics you should be able to draw very well and have a lot of imagination. If you want to put the game together, I think you have to be a game engineer or somethng like that. Either way you have to learn a lot

i once had the same dream, but then i found something else... i use to buy games like rpg maker, these products give u a feel of what its like to create a video game.
If you didnt already know theres a rpg maker 2000 that you can download, just give it a search on almost any search engine

Math, math, math...you'll need it to get through a good computer engineering or software engineering or electrical engineering program in college. Physics too...just take the top level hard sciences classes and you'll be fine.
