I would suggest having your PC built to your specs at a regular computer shop. This way you can control what goes into your machine and not have to "settle" for whatever the big companies are trying to push, nor be deprived of the actual OS disc.
With this you will have a clean install of the OS of your choice and will not have to deal with the all the trial-ware and built in spy-ware that often comes pre-installed on those machines.

There are 3 good options to getting XP onto a new computer today:
1) You can still buy a computer with XP on it - some of the major vendors have reversed their decision to sell Vista only computers.
2) Buy a computer with Vista Business or Vista Ultimate and you get downgrade rights to XP Pro
3) Purchase a comptuer with Vista AND buy an additional copy of XP (OEM).
I have blogged in detail about these processes. Please see the source below.

I own a custom computer company, we offer online and local builds. I personally do not like Vista (atleast until they can get all those Microsoft kinks out)...so I still build computers with Windows XP (any edition). I recommend building one or buying one built buy a small business (local or internet), usually they will install everything you want and nothing you dont (unlike those huge corporations like HP and DELL who only look for the end result and sell what Microsoft tells them to). So, you should try a local computer company or if you like you can check out my site and maybe it will give you something to go by: http://www.zero3computers.com Good luck!

Dell still offers XP availability, and I'm pretty sure cdw.com does as well.

Dell and Hp are still selling them. Also, tigerdirect.com is selling them (open boxed or refurbs). They have good deals and warranty's are included. Some stores like Microcenter also have refurbs as well
