Sprinkler pipe burst and the contractor made a huge mess tearing out dead shrubs. The landscaping rocks have been mixed in with the soil and weed control fabric.

No you wouldn't have to as long as you make sure you get some dirt around the plants and not just rock. If you are going to use landscape rock put down a new layer of landscape fabric. Make sure you don't get the rock too high around your new plants.

No. You can landscape it however you want. Depends on your style, and how much energy you have.

Plants grow around rocks all the time. Roots will find the soil. Don't get to worried about the soil having rocks in it.

Would probably be good to remove the old landscape cloth. Or just plant thru it.

It is always reccomended to remove rocks ad debris before planting new shrubs. Plants need a good soil to grow, rocks hinder plant roots to grow and get a firm anchor on the soil.

not sturdy for the roots to objective to enhance around to get to the soil the place the nutrients and water is..... no rocks contained in the soil.... on the backside for drainage and on suitable for mulch, yet not contained in the soil......
